As much as we all wanted to remove the beam from the vehicles, it was called off for several reasons which were not predictable during pre-planning and time limitations. The day's exercise ran longer than expected. There were no short-cuts taken and everyone's safety came first as this site was a live structure which could have had serious consequences if protocol and procedures weren't followed by all agencies involved. This was a drill, not the real thing. Lessons were learned — which was the whole purpose of the exercise.

An Appleton Post Crescent article stated funding for this training exercise came from a $40,000 Homeland Security grant.
